No worries. They absolutely were treating her as a suspect. You can see that what originally prompted her to pull the gun what that she was about to be handcuffed/detained and she wasn't having that.
Yep. If she'd had asked, she would have been told she was being detained for questioning. Theres a huge difference between being detained, and being under arrested. Peace officers may detain you for the course of their investigation. Which includes the ability to disarm you if they so please.
When a gun is involved/shots have been fired, it is ABSOLUTELY protocol to pat down everyone involved to secure the scene. You don't have to be under arrest to be patted down.
