Unreported means unreported to police. You can still find out about unreported crimes through other channels, either from victims, perpetrators or witnesses. The state will only prosecute rapists if they are confident they can get a conviction. Further, not all prosecuted rapists end up going to trial.
There are multiple ways to accurately estimate the number of unreported rapists, as are there ways to accurately estimate unreported crimes of any nature As the graph shows, most of those reported as rapists do not face trial, so cannot be proven to be anything.
