You also forgot that even if the man was lied to about it he still has to pay, if it's not his kid he still has to pay if he doesn't fight it in a relatively small window, if he is not told he is a father he is still liable for child support and will owe that money when it does catch up to him even if it can be proven he was in jail at the time of birth and therefore could not have been informed of the claimed father status and therefore could not fight it

Ah yes the bullshit amendment. However it does allow for the obligee of the child support to forgive the payments due, taking him off the hook. So she her for lying about the father of the child for the amount you paid her in child support, and make a requirement that you be not held accountable for such payments and not owe them to her anymore.
