But if we want to improve, we should aim at reducing false accusations, not making it harder to convict real rapists. If the burden of proof were 100% on the victim, a huge majority of rapists would not be convicted, because in most cases you could only prove that sex happen, not that it was a rape. That way "actor" would be gender neutral, "male actor" and "female actor" would be gendered, and everyone would be happy. No ambiguity. Would there be any problem with that?
