Don’t feel bad, you’re not doing anything wrong. As long as you are kind you’ve shown them respect, too. They’re not entitled to excess emotional concern just because they’re respectful. That’s a normal human exchange. Any guilt is a result of societal expectations for women to prioritize the feelings of interested men over our own. “Just give him a chance” and “He really likes you, you should be nicer to him” might sound vaguely familiar.

I smile at smiley people, doesn’t mean I’m inviting specific attention. Just living my life as a friendly introvert. If you want to approach someone just do it (circumstances permitting). It’s weird to keep lookout for specific signs or cues in people’s public behavior. Women who return a smile are likely just responding in kind, and definitely not covertly participating in your perceived body language code.. that’s silly.
