From the site name, it sounds like 85 million for 100 inmates is the capital expenditure. That is, how much it costs to build. The annual operating expenses for food, guards, electricity, is likely similar. Regular mens prisons are expensive to run. This women's prison even moreso. I wouldn't be surprised to see that "imprisoning" each inmate will cost $85000 per female inmate or more. Ypu could live in a hotel and have a lot of spending money leftover

I can answer that. The boys learning gap is more of a sociology issue and not a directly "education" issue.
