That's easy, go to venue where you want to approach, mall, bar, club w/e. Make sure you clear your mind before approaching. Be very relaxed. People don't get it. Let me shine some light. If you are in club, bar. Make sure you two hold any kind of touch for 15-20 minutes. I usually ask whether or not she knows to dance then procede to dance with her in front of everybody. They can't and wont forget that. If you're somewhat conscious abou dancing. Place her on chair and make sure your hands are on her thighs. Now (I assume not but I'll mention) it can be lack of strong eye contact.

I'll let go of little something to feel better :). Today i met girl who is from USA in Serbia which is huge pleasant surprise (I wish i have more opportunities to speak english IRL). But never have i ever in my life met more feminine girl than her i just forgot about number :). So i'm guess i'm just venting a bit, i am sorry. It is truly beautiful felling.
