The vast majority of the U.S. you don't need a permit. In Ohio where I live, going by your link, Columbus is the only city where you need a permit and then it's only if you are going to be blocking traffic. There is literally one city in each state that requires a permit on your list.

How much a specific person should be eating to be a specific weight is what varies from person to person, So you just admitted we are NOT all the same. So genetics do play a part in your weight. Adjust your RV budget. My one nephew is 6'6" and showers comfortably in my 5th wheel rig. When it was new in 2003 it was $90,000. I got the original bill of sale with it when I bought it used 5 years ago for $12,000. Most low-end rigs are not built for anyone out of the averages. Go look at new high-end rigs. The gym rats never last on the farm. Sure they can go out and lift lots of weight a few times in an air-conditioned gym, taking breaks whenever they want to. 6'6" @ 198 That's a BMI of 26, just one point over healthy. Depending on your body makeup you may be perfectly fine.
