That just means that it's your job to guide the conversation. Ask better questions. Listen actively. When you relate to them, tell them about it. People like you more after they tell you personal information. You can have them feel like you know them better than their closest friends.

Not if they initiate eye contact. If they do, don't you break it until they break it first. It's always better to have them initiate, as it frames them as being interested in you. If you do initiate eye-contact (again, not recommended,) then you should break it after no more than 2-3 seconds lest you come across as too aggressive. After that, act as if they initiated. Also, abiding by OP's tip about avoiding keeping your eyes/eyebrows in neutral will help with this.

Conversation isn't about being witty/interesting. Sure it helps but you should only be doing about 30% of the talking. Focus more on engaging the other person. Getting them talking and feeling is the key to making connections.
