No. It's "always excessive force" when you're talking about somebody who is half the size and physically a quarter as powerful as the officer. This applies to old men, young kids, disabled people, really anyone who can easily be controlled and directed without any real effort on the part of a male cop. It just so happens that most women are weaker than men, so people are justifiably shocked and frustrated when you see a 200 lb cop throwing a 120 lb girl when it wasn't even close to necessary.
