The data are gathered the moment the police hands over the case to the prosecuting office (DA office). It doesn't mean that the person is charged nor that he/she is convicted. But I might add: police here works a lot more professional than in the US. Policeofficers undergo (depending on path of carrer) an at least 3 year training. High failing rate on entrance test as well as finals.

I'm from Germany. The studies referred to German and European statistics. Your lecture was providing an anecdotle guess based on their own bias which cannot be substantiated independently. I went to law school and what I can tell you from criminology classes is that studies show that the number of false accusations of rape (meaning deliberately lying to the police about it) is not over the average of false accusations of other crimes. Of course the consequences for the victims might be a lot more severe.

I once encountered the following scene in a German train: An Asian woman and two younger Asian girls who sat on e their seats literally chained their luggage on 4 others seats in front and behind them in an overfilled train so people had to stand in the corridor. Several people tried to asked them to remove the suitcases but they pretended to not understand them. I cant tell for sure that these where Chinese. Been free of censorship is (to me) not the same thing like "they can broadcast whatever they want. Censorship is the official control of content before publishing and removing whatever seems not appropriate for the state. But general legal limitations of porn, glorification of violence or the right of personality should set red lines for media.
