They probably use survey data to figure out how often women don’t report and then generalize to the size of the population. Judging by your tone, you probably live in the fantasy world where men are victimized by random rape accusations, but in the real world women are unlikely to report rape because of social stigma, fear of retaliation, or other factor. You realize the amount of people falsely accused of rape is extremely small compared to the number of people who are raped, right? Around 250,000 women are raped each year in the US, and only about 80-90,000 of those rapes will be reported to police. Of those police reports, 2-10% will be “unsubstantiated” which doesn’t necessarily mean “false”.
