While I agree that what you say is reasonable on its face, the problems that happen with it is that they can just say, meh, you weren't actually that put out because you didn't make a scene and we didn't have to unlawfully assault you. 9 times out of 10, when it comes down to it, the police attorneys offer a settlement and these things are settled out of court.
