5	Last time I checked, this expression is used to explain that boys often scrap and fight with each other as kids do, not to suggest that people would even try to use this 'argument' to rationalize rape. Actually, in India, this is a common (and hated) response to justify rape, because girls shouldn't wear provoking clothes and if they do, "boys will be boys" and there's nothing you can do to stop that.
