I think "incel" and "femcel" refer to not being able to have sex with someone you are attracted to without paying for it. Because if we define it as just "not being able to get sex", then men can't be incels either because they can pay for sex. And if it's illegal where they live, they can go on a vacation to a country where that's legal.
