When a tough guy says: "what are you looking at?" tell him: "i was just looking because you were looking at me" in in a proper NOT aggressive way. And stare him down. End of the deal. If you have trouble with holding eye contact just practice it. Go out in town and stare some strangers in the eyes until you feel comfortable with it.
