It seems natural to me for the mother to collect the samples, if she wants to receive child support. Thus, she takes the necessary steps to gather the evidence she needs to prove who fathered her child. In many cases, she already knows and needs only to prove it to others. However, in some cases, even she doesn't know. In such cases, the DNA tests can help the mother not to pretend that she does know. If the testing company remained blind, as to the sources of the samples, that would protect the privacy of all involved. I can imagine several scenarios where potential fathers might prefer to remain as blind sample providers, until after the determination of their fatherhood. Of course, a devious mother could swap the samples, in an attempt to have a preferred father for her child. It seems like some tamper proof mechanism could prevent this though. The mother could protect her privacy by collecting DNA samples from all possible fathers. The DNA tests results could remain confidential with respect to how many different tests the mother required, as well as who the other potential biological fathers might have been.
