Get close to them. Create a situation that requires touch (I tend to be like "hey let me show you how to play this song on guitar" and the hand holding proceeds. 2.2. Optionally you could use playful pushing and teasing it works too

All of those options sound desperate. I ignore them and assume they don't exist anymore, and go after someone else. Why waste time on someone who thinks you're a waste of time? Lots of them are playing games to see how desperate you are with that stuff.
