It violates the equal protection clause of the US constitution. It is most often a cosmetic surgery, which requires consent in any other case. The only reason this act hasn’t been outlawed is because it is a religious practice, and that would go against the first amendment. But, the first amendment also says that freedom of religion doesn’t apply is the place of danger

It is common practice in the US to cut the frenulum completely, but some guys get lucky. I personally don’t have painful erections either, but I know people who have, and I was numb during sex and friction was awful before I started restoring my foreskin. Thanks for the advice though, I’ll update the post.
