If you open with "How's the weather?" and she has no idea where you're going with it, the ball is still in your court. You have to initiate and maintain the lines of communication. A simple line like that will not stimulate her to engage in conversation, unless of course, she's a meteorologist or fascinated with the Earth's weakening electromagnetic field.
