I agree with your first three paragraphs, but the fourth seems like the all too common catastrophization and sensationalism surrounding this issue that happens on reddit constantly. The first three paragraphs describe a serious, albeit somewhat rare issue in criminal justice on college campuses in the United States and elsewhere.
