Aren't there some kind of industry standards to prevent quacks from jumping in to the field? Am an engineer and nope, not really. Civils are more or less expected to take the FE/EIT exam when they're graduating. With them there is a more easily definable, finite set of things they really need to know. This is a list of the "benefits" that you get as a male for registering. http://www.sss.gov/FSbenefits.htm They include getting to be a citizen (voting), being allowed to work government jobs and receive federal financial aid and most importantly not having to spend 5 years in prison and pay a quarter million dollar fine. If you allow people to label one thing as hate speech and silence it just because they find it abhorrent and distasteful, who's to stop people from labeling other people's voices as hate speech and clogging out honest legitimate opinions and open debate? That said, look at the gender gap in colleges outside of STEM programs. Look how much men are underrepresented in humanities and everywhere that's not engineering and think about why that might be.
