Let me go out on a limb here... More than likely if he isn't paying child support, he probably doesn't want custody of the child. And I doubt he'd be the best option for the child if he isn't even paying the legal minimum for care for the child. Hopefully there is grandparent(s) that are sane and put together enough to take custody of this child.
