it is neither good nor bad--it is merely something that has positive and negative consequences ditto Since "positive consequence" and "negative consequences" are more or less synonyms for "good" and "bad", I'm assuming you think they're equal in magnitude and thus cancel each other out? Allow me to present the somewhat obvious explanation. The site talks about the reasons men commit sexual offenses because that's been studies a lot more than why women do. Is this a good thing? No. But it's not the fault of the website's operators either.
