The article makes a very important point: "With a condom, your chance of catching HIV from vaginal sex falls effectively to zero." Most of the dangers regarding HIV in the article are basically eliminated with consistent condom usage. If you're having unprotected sex with random women, there's something wrong. Remember, even if your chances of HIV may be on the slim side, rates of Chlamydia hovers around 50%, and Genital Herpes is around 15% in some areas. Think with your big head and wrap it up…

There tends to be 3-5 main places for parties around the area. Frat parties (which don't occur on frat row, but rather at satellite houses around the area) - these are exactly what they sound like.
