Sounds more like he's trying to justify a lack of self control by blaming you instead of blaming himself for something that was objectively his fault so to save his own conscience. The right partner doesn't cheat if he feels neglected, he talks about it first and if you refuse to change he breaks up with you and THEN searches for a new partner.
