Here is the data from 2012: http://www.oecd-ilibrary.org/economics/oecd-factbook-2013/total-fertility-rates_factbook-2013-table9-en So Israel is definitely above that. However Turkey has dropped below 2.1 so that's another country that recently dropped below replacement fertility.
