Your method is too crude. It is more accurate to look at the prosecution/conviction/sentencing of 100 men/100 women for the same crime and compare them. Looking at total numbers takes no account of how many people were arrested for each offence originally. If every woman knows birth involves a paternity test not as many of them will fuck around. Doing it on an ad hoc basis after the child is born is pointless. Mandatory means men and children are protected without having to destroy the trust in a relationship.
