Girls who are looking to be hit on are usually dressed up. In social settings they frequently look around to find guys who are looking at them. That's pretty much it as far as visual cues. When you chat them up, they're receptive to whatever you open with, they laugh at your jokes, and they hold eye contact

Anecdotally: yeah, definitely. I've got some Southern Slavic blood in me, it gives me a swarthier complexion, brown eyes and hair, and I'm a super hairy guy. I find the fair skinned women (Scandinavian blondes, French) find me quite exotic, latinas are generally indifferent. In the same vein I don't really have a thing for Asians and Latinas, I much prefer fair skinned women.
