If he is telling the truth and has yet to get out if the home or at least away from the abusive woman, have they not condemned him to more abuse? Yes, in my experience that is. Likewise, by assuming the woman is the victim until proven otherwise are they not enabling abusers to exploit the system? Yes, again from personal experience.
