Oversimplifying here, but because women have to X chromosomes, versus a males Xy chromosome it allows for a higher level of variance among men. So when looking at a chart with a 15 point deviation, and 100 being mean, 90% of women fall between 95 and 105 iq. 5% are higher, and 5% are lower.
