Kind of. It's usually due to some sad circumstances growing up though. Kids who are sexually abused early in life tend to have sex (by their own choice) starting at younger ages than their peers.

I was thinking about this as well. While what she did was wrong, she's a child herself. Yes, she should be punished, but not as an adult. However, the ADULTS who processed the young boy definitely need to answer for what they did. All of them should face hefty consequences.
