His comment has no substance, only hysteria. Men are incarcerated for violating the law after receiving due process by trials after arrests on probable cause. You can't mandate they give blood or saliva for a paternity test, so you cant create an "auto" test. At most the hospital could make paternity tests opt-in rather than opt-out and leave it up to the couple.
