Nope, HR is there to protect the company. If you have an allegation that is criminal in nature you take it to the specialist ie police. You may dislike them, think they are incompetent but they are the only ones who can investigate an allegation to the point where it can be prosecuted. Your HR are not able to do that.

You need to look up the concept of beyond reasonable doubt and also the legal basis of what can and what cannot be included as evidence. It's not as clear cut as you assume and really you could do with some background knowledge on the subject.
