It was a nice way of saying be realistic. There is no such thing as "being realistic", while defining a crime. Theft is a different crime from "breaching the contract" — and it is definitely the very different crime from rape. No amount of "rationalisation" would change that. It's pretty easy to write, that the police officer must be the same gender as the suspect. The law is written that way in Ukraine, for example — and I don't see any reason why it shouldn't be written that way pretty much everywhere.

I live in Ukraine, served in the army, was demobilised due to health issues and I would never change the place of living for Europe or USA for various reasons. I really like it here, it is easy to earn money, the nature is amazing and the cost of living is cheap. The only downside is that terrorists are constantly bombing cities, but the risk of getting killed is not that high to worry about

Don't think about it too much. I knew a woman lawyer in Ukraine where the laws are muuuuch softer, and she said — I can put any man in prison for rape, as long as I was in a room with him alone. In the West - the situation is even worse, as you all know. So does that law change anything? Probably not.
