It seems some people are willing to stretch the definition of rape far beyond what rape actually is. She was a real judge for decades, but retired now. In this show she's an arbitrator. The rulings are legally binding but it isn't an actual court. BTW there's video of her as a judge in the 80s/90s and she was exactly the same when she was a real judge as she is on the show.
