The only concern with "not my child" laws are in regards to adoption. Which I assume is why the way those laws are written. You're failing to address the problem of needing to support those children with taxes. If you remove a child from a parent and place them into foster care, you've exacerbated the problem beyond a $5 pack of condoms. The problem is education and medical records. Parents can see the medical records for BCP, and a lot of states refuse to acknowledge children have sex. It's not by accident that states with well rounded sexual health programs and classes (and refuse to acknowledge abstinence as a "method") do better in terms of reducing unwanted pregnancies. I feel for your sister, I really do, she was put in the exact same situation as the man usually is. However, if I'm reading most of the situations right, she not only gets to keep the house, but gets alimony to support the difference in standard of living to keep the house from foreclosure.
