He says so right in the documentary. Based on what I've seen of government bureaucracy, I have no problem believing it. Imagine getting some dummy on the phone, explaining to them all the hell you've gone through, then being told "It costs $6000. Let me send you the paperwork." They can't tell you anything else because they don't know anything else and their superior will just tell you to call some other government entity that will pass the blame onto some other entity.

The idea, for me at least, isn't whether or not one should appreciate his music or shun him, but that a man who did a similar act to a woman would say goodbye to his career, register as a sex offender, and then be imprisoned for much longer than four months. The offender would be portrayed by the news as a hopeless deviant; the victim would be portrayed as just that, a victim. In this case, however, the victim was portrayed as a rent boy with an S&M fetish, despite that not being true.

Rape allegations should always require more than one witness. If there are no other witnesses video evidence could be accepted, OR possibly evidence that a struggle occurred that went beyond mere kinky sex.
