He probably means they are preventing him from transferring. They do so by placing holds on your academic records that they refuse to lift unless you satisfy whatever the conditions of the holds are. Thus you can't fulfill the requirements of the transfer institution, which likely requires copies of your transcript to enroll you. They know how to manipulate and abuse students, they do it all the time. Academia is disgusting.

I would advise against doing this. Especially for women, but even in general. For some reason there is a large scummy part of the population that will automatically accuse you of stealing it, even though that makes no sense as you are returning it. They feel so desperate to avoid having to take personal responsibility for slipping up, and they don't want to place the blame on themselves where it belongs, so they make up a stupid accusation. Men are cooperative by nature, they don't need to know each other to cooperate on a task. They don't even have to stand to gain anything from it. This is only somewhat related, but I honestly think that racism is largely a result of males competing for women, and the dynamics involved in that situation elevated to the context of an entire society.

Actually, autism isn't all that distinct from psychopathy if you focus on its empathy deficits and shares many traits with it. I think both of these illnesses are diagnosed more often in men because they are viewed as atypical behavior in men, whereas in women they are considered within the acceptable spectrum of behavior.
