The stigma was intentionally created in the late 70s and 80s when a Pharma company discovered that their drug was useful for fighting herpes outbreaks. Sadly, no one cares about herpes back then and there was no stigma so they couldn't sell the product. They embarked on a scare campaign to trudge up demand for their drug and were quite successful.
