If you read my comment and the guy I responded to we talk the system rest of the world uses, which is just straight 14-15. All I did was take that and put a 10 year age limit. So a 30 year old can't fuck a 14 year old, but a 23 year old can. It's more prude and restricted than older systems than ours that currently work.
