I think it means that people didn't associate overall negative characteristics to men. Barring any other information (such as history or visual cues), people will assume other people are generally not going to harm them. And they're right - most people don't harm other people for most of their lives. However, people still tend to assume more positive things about women relative to men. But that's all just my lazy interpretation, I didn't read any of the source material.
