Yes, they are. When someone is trying to shut you down, and when someone is not allowing you to express yourself but cuts you off in the middle of the sentence, and when someone knows they cannot beat you with arguments but only through intimidation which should render you quiet - then you are perfectly allowed to shut (up) them down.
