It looks like you don't understand that report rates aren't the same as rates of actual abuse, since groups and people report at different rates. You are conflating the two. For instance, let's say that women reported 100% of abuse and men reported 10% of abuse. Men would then have to be abused at ten times the rate of women to have the same rate.
