Having lived in ex-USSR, I agree. While most of people in my circles are highly productive, as a whole, as a society, at least Russia, is very lazy. People do come off as busy but doing busy work isn't necessary the opposite of lazy. And I'm not even touching the subject of complacency. I actually wouldn't try to classify anyone on any sort of scale like that, as it would be very simplistic. Something that one people can perceive as laziness could be a cultural thing. If measure by overall productivity and economic output — the US is one of the most productive countries, if measure by personal activities — the US is one of the most active as well, and places like ex-USSR or Mexico would be closer to the bottom.
