Yes. Laws can be confusing, people can be incredibly uninformed and abusers can be incredibly effective in gasliggting abused partners into thinking the law in on their side. That is why programs to protect abused women work so hard to inform people of contact information, so they can be contacted and explain how it all works and abused women can take informed decisions. Unfortunately, there are still a lot of people that don't know of this programs or basic laws.
