The guy who wrote this is a complete scam artist who has another book written saying how success is basically bad and due to a sort of napoleon complex, and how all people winning at something are compensating. You may want to check out East Europe for that, dollar grew 20-30% vs. european currencies in January. In Croatia for example, crime is low and prices are cheap. Hungary/Poland/Czech might be similar, but you can go further east to Bulgaria/Romania for even cheaper cost of living, unfortunately I think quality of life is much worse there for various factors so it may not be worth it.
