I am naturally a pretty talkative guy and can (usually) come up with things to say pretty quickly. So I don't always have a pre-scripted line but it does help. The best advice I can give is to find hobbies where girls are around - you are much more likely to meet a gf at an event you both enjoy than just out at the bars or at the grocery store.
