I said either/or for my statement so if it doesn’t go the complete anti draft route, since taxes pays for the willing participants of the military, it would just be a function of allocating money to fund drafties in the same way that the GI bill funds military education. That way, people would be compensated and both men and women would have incentive to not fight against the draft.
