I heard about a guy who was about $20k behind on child support. While he was traveling abroad for his job he got robbed and had his passport was stolen. He went to United States Embassy to get a replacement but they wouldn't issue a replacement because he was behind on child support. Everytime I've seen someone use the term, it was used in a condescending and derogatory way. There can be differences in the way men and women communicate.
